Protected Tenant not living at property

Hi all,

I have recently acquired a House in Multiple Occupation, one flat containing (or not) a protected tenant. I was told by another tenant the protected tenant ["PT"]had moved away, I stuck an abandoned property notice on his door and at a quarter past midnight the PT contaacted me.

I eventually gained access to his flat, which was in a poor state, no bed, no fridge or food, I put it to him he was only using the flat for storage, he stated that this was "None of my business".

I am having trouble getting further access and he is obviously residing elsewhere.

He is on a protected fair rent (to whom!) of £14 (yes, fourteen) pounds per month, obviously, I am in the process of registering a fairer rent on the flat, which no doubt will be disputed.

Any ideas forum??
