EHO demands

I have recently been served an Improvement Notice by the council, (not sure if their procedure was right). Anyway, the Schedule of Works issued before the Improvement Notice stated that heating had to be improved by installing additional storage heaters in rooms that only had electric fan heaters on the walls. Now in the Improvement Notice the EHO is stating that "automatic fan assisted storage heaters with additional built in convectors should be provided". These are more expensive than manual ones or those without fans/convectors. Can he insist that the heaters are of this type or can we put in standard ones with the appropriate heat output? He's also being impractical about the windows but that's another story!

I am unaware that the EHO have any authority to specify the type of heating. Unless the legislation has changed it refers only to the ability to heat a room to a specified temperature. If in doubt take it to this REHO's line manager. Don't be afraid of challenging them.
