Sam simple to over come get a smart meter installed so tenents can see the amount of energy being wasted make sure you get the best price deal typicaly online and put in the tenency agrement like with student lets that only £300 of eletric/gas is incloded per tenent in the rent any more energy being used the cost will be split between all residents and billed acordingly.
