I would say as a goodwill gesture to the T's that the first occurrence is dealt with by myself and after that the T's handle it as it is their hair. Thoughts......? Your AST should state that theye must keep the place in a sanitary condition and that it is upto them to keep sinks etc clean and free from obstruction. Saves loads of grief later, costs about a fiver and leaves nice, sweet smelling, clean drains for new tenant. If hairy tenant moved in I would show them the bottle of drain cleaner and let them get on with it. With kitchen sinks a cup of soda crystals (44p a pack) in the plughole followed by a kettle of boiling water will shift most grease and leaves drains free running and smell free.
