As the carpets don't belong to the tenants you can't expect them to pay for replacement.

Normal wear and tear is part of what they pay you rent for.

If the carpets are at end of life have you thought of simply removing them? Is the floor surface acceptable?

The tenants always have the option of providing their own rugs.

I think it is fair to say that floor coverings are not the responsibilty of the Tenant but that of the Landlord. If damage is caused to the carpets by the Tenent then of course that is a different question altogether.
