Thank you for all the replies. A friend also suggested that I get a completely independent clerk to complete the report. Apparently it could be deemed as 'subjective' if I do it myself.

Is it really necessary to have an independent inventory made up before tenants move in? Why does the Agency not include this as a standard service if it is so important?
